During martial law, there are unforeseen circumstances under which documents are lost or cannot be confiscated. Free legal aid explains how to act in such situations on the territory of Ukraine and abroad.

Passport of a citizen of Ukraine or a foreign passport
In the provision provided by Art. 14-1 of the Law “On the Unified State Demographic Register and documents proving the citizenship of Ukraine, identity or special status” states that the passport of a citizen of Ukraine in the form of a card containing contactless electronic media (ID-card) and a passport of a citizen of Ukraine for travel abroad, which are formed in the “Action”, have the same legal force as usual. Therefore, in case of loss of passport, you should use the mobile application “Action”.
You can apply for an ID card and passport, as well as recover lost documents in the centers of administrative services (CNAP).
Also, from March 15, 2022, passport services are again available in the units of the State Migration Service, which are located in safe areas where there are no active hostilities. LCA units resume work on receiving and providing administrative services, in particular, documents for ID-card issuance, foreign passport of a citizen of Ukraine, and permanent and temporary residence permits.
Driver’s license and technical certificate
The Cabinet of Ministers of Ukraine has decided that driver’s licenses, as well as registration certificates, will be valid on the territory of Ukraine even after their expiration.
How to restore documents outside Ukraine
Ukrainian consulates deal with lost and overdue documents. The consulate can:
receive information support;
extend the validity of the passport;
enter information about children under 16 years of age in the passport of one of the parents;
issue a Certificate of Identification in case you have only an internal passport (old model), where there are no Latin entries.
