In the first weeks of the war, cars were imported into Ukraine from abroad only for military purposes, evacuation of citizens, and delivery of humanitarian goods. And a month after a large-scale military invasion, the Verkhovna Rada abolished taxes and duties on car imports for all citizens.
The adopted Law of Ukraine “On Amendments to the Tax Code of Ukraine and Other Legislative Acts of Ukraine on Improving Legislation for the Period of Martial Law” has already been signed by the President of Ukraine
The document stipulates that from April 1, 2022, the following imported vehicles will be exempt from VAT, excise duty, and import duty:
cars and their bodies;
trailers and semi-trailers;
motorcycles;
goods vehicles or more than ten people.
The law obliges to register cars with foreign registration under a simplified procedure. This means that the customs authorities will complete customs formalities in a maximum of one hour. To implement this mechanism, draft order will be published soon.
The opportunity to clear cars almost free of charge is good news for those who were going to do so but were restrained due to the high level of taxes. However, this decision has a downside – unpaid payments to the state budget
What awaits buyers?
Costs not related to customs clearance. Citizens will have to pay to the pension fund 3-5% of the cost of the car for the first registration, UAH 190.15 for registration, UAH 114 for the certificate form, and UAH 135 for license plates. A certificate of compliance with economic standards is required if the environmental standard of the vehicle is not specified in the technical certificate. The document will cost about UAH 1,400-1,500.
You also need:
customs declaration for the car;
the act of customs inspection obtained during the border crossing;
technical passport;
contract of sale of the car.
As you know, for the period of martial law, men aged 18-60 are prohibited from leaving Ukraine. Exceptions apply to parents with many children and single men with minor children. Simply put, most women can go abroad to buy a car and bring it to Ukraine.
After all, you can buy a car abroad without leaving the borders of Ukraine. This can be done by a trustee for whom the future car owner will write a notarized power of attorney. Another option is to use the services of companies that import cars to Ukraine.
As the Russian occupiers block Ukraine’s maritime connection with the world, it is almost impossible to deliver cars from the United States, Korea, or Georgia. Ships can deliver cars to EU countries, from where they will need to be brought to Ukraine, but it will be more expensive.
How much cheaper are cars?
The cost of customs clearance depends on the age, volume, and type of engine of the car, as well as the amount for which the car was purchased abroad.
By logic, after the entry into force of the law, which abolishes all payments related to customs clearance, the cost of cars will be reduced by 30%, and in some cases – by 70%.
However, not everything is so clear…
The law came into force and from April 12 customs can already register cars…
And also, no less good news.
