An internally displaced person is a person who has been forced to leave or leave his or her permanent residence in Ukraine as a result of or to avoid the negative consequences of armed conflict, temporary occupation, widespread violence, human rights violations, and natural or man-made emergencies.
The Ministry of Social Policy of Ukraine keeps records of internally displaced persons and enters their data into the Unified Information Database on Internally Displaced Persons. A certificate of registration of the immigrant is issued.

The certificate of registration of Internally Displaced Persons (IDPs) confirms the fact of internal displacement of a person and his / her place of residence during the situation due to which he/she left his / her permanent place of residence.

The certificate entitles to:
receiving assistance under the support Program in the following amounts: for persons with disabilities and children – UAH 3,000; for other persons – 2,000 hryvnias.
continuing to obtain a certain level of education (preschool, school, secondary special, higher) in other regions of Ukraine at the expense of the state budget or other sources of funding.
receiving social scholarships for students. The social stipend is awarded starting from the month of applying for it and is paid monthly.
free secondary legal aid, which consists in protecting, and representing the interests of persons in courts, other state bodies, and local governments, before other persons, drawing up procedural documents.Help required for:
receiving social and administrative services at the place of residence, including social benefits, pensions, medicines, etc.
state registration of civil status acts, making changes to civil status records, their renewal, and annulment at the place of residence.
receiving humanitarian and charitable assistance.
Registration and receipt of the Certificate is a right, not an obligation of an internally displaced person.
To obtain it, you must apply to the department/department of social protection or the authorized person of the executive body of the village, town, city council, or administrative service center at your place of actual residence with an identity document and application for registration of internally displaced persons, approved resolution of the Cabinet of Ministers of 20. 03.2022 № 332.
