Youth (young people) – persons aged 14 to 35 who are citizens of Ukraine, foreigners and stateless persons who are in Ukraine legally (paragraph 17 of Article 1 of the Law of Ukraine “On Basic Principles of Youth Policy” of 27.04 .2021 № 1414-IX).
According to item 4 of Art. 14 of the Law of Ukraine “On Employment” of 05.07.2012 № 5067-VI to the category of citizens who have additional guarantees in promoting employment, includes:
young people who have completed or stopped studying in institutions of general secondary, vocational (vocational and technical), professional higher and higher education,
young people who have resigned from military or alternative (non-military) service, military service at the call of reservists during a special period (within six months after graduation or termination of training or service)
The main criterion is that these persons are hired for the FIRST TIME.

The algorithm for payment of this compensation is defined in the Procedure for compensation of employers for expenses in the amount of a single contribution to the obligatory state social insurance, approved by the Resolution of the Cabinet of Ministers of Ukraine of 15.04.2013 №347
