  For a year now, employers have been required to comply with the standard of jobs for the employment of persons with disabilities, provided for in Article 19 of the Law of Ukraine “On Fundamentals of Social Protection of Persons with Disabilities in Ukraine” (reference to the Law http://zakon0.rada.gov.ua/laws/show/875-12).

For all enterprises, institutions, organizations and individuals who use hired labor, the standard of jobs for the employment of persons with disabilities is set at four percent of the average number of full-time employees per year, and if 8 to 25 people work, – in the amount of one job, the amount of which is determined by Article 20 of the same Law.

To encourage employers, who create jobs for the employment of persons with disabilities, at the expense of the Fund for Social Protection of the Disabled is offered:

    1. providing enterprises, institutions, organizations, individuals who use hired labor, targeted loans (on a repayable basis) to create jobs for people with disabilities, financing the costs of vocational training for people with disabilities, including graduates;
    2. providing financial assistance for social, physical culture and sports (at the request of the National Committee for Sports for the Disabled of Ukraine) and vocational rehabilitation of persons with disabilities, employment of persons with disabilities by creating jobs, including special jobs, as well as providing financial assistance for technical equipment of existing workplaces for employment of people with disabilities and technical equipment of production of enterprises, organizations of public organizations of people with disabilities in order to create additional jobs and employment of people with disabilities;
    3. providing subsidies to employers for the creation of special jobs for the employment of persons with disabilities registered with the state employment service as unemployed or jobseekers and for the operation of all-Ukrainian, state interregional vocational rehabilitation centers and state and regional centers for social rehabilitation of children with disabilities

    To stimulate employers, the legislation provides a mechanism for employment of new jobs for people with disabilities. Compensation payments in the amount of a single contribution to the obligatory state social insurance for the respective person per month are made to the employer who employs such persons. Compensation to the employer is paid within one year from the date of employment of the person, provided that his employment is maintained for 2 years. / 474/20 (5021/2509/2011), which emphasizes that the practice of employment of persons with disabilities by the enterprise and comprehensive state protection of the population is already being formed.
