In accordance with ч. 1 century 22 labour Codes are forbidden groundless refuse in a hire for job.
Such refuse can be characterized as violation of labour legislation.

However neither in labour Code nor in other operating international and national legislative acts, there is not a clear answer for a question:

What refuse is reasonable

Here, in modern terms a worker, applying on a conclusion with him of labour contract, must answer rigorisms to his:
-to professionalism and competence;
-knowledge and experience;
-personal, business and physical internalss.

Тhere Is position in relation to the legislative fixing of norm after that an employer can say no to the worker in a hire for job only in such cases :
-absence of vacant workplaces;
-insufficiency or absence of the proper qualification.
